This is called “spontaneous physiological motivation” and is actually quite common in all mammals. Your body basically has energy saved up in reservoirs located throughout the cerebral cortex that have expiration dates, and when you haven’t used the energy on some other task, it expresses itself in the form of motivation, which can kick in at random moments. This is actually an evolutionary adaptation that goes back thousands of years and I’m making this all up.
It’s 1:36 AM. I’m at the laundromat waiting for my sheets.
Tomorrow Im going to stop heroin. Then you wake and errrrr nvm.
By the time we wake up, it’s gone.
That happens because you’re incapable of taking any concrete steps at the time. You feel better fantasizing about fixing your life when you have an excuse for not doing it that very moment.
